This just shows what I and many like me have said for years that to teach a child the respect of life, get them a pet, by this I mean the responsibiltiy and care of an animal is a great corner stone to the the respect needed in adult life and gives a greater understanding , we can not teach the future generations to know better unless we learn ourselves. Although the cases highlighted are absolutely horrific, it's good they're getting the kind of publicity from the media that can help to change the laws. The perpetrators of such cruelty should be more severely punished for their behaviour against helpless animals. More and more ordinary people and celebrities too, are voicing their concerns. The longer the outcry goes on, the more likely it is that the government will do something about it.
Animal cruelty is on the rise everywhere I believe. I'm a licensed animal cruelty investigator with the SPCA in Canada and can tell you that our laws are pathetic when it comes to how animals are viewed. Research proves that cruelty to animals is the first step in many cases to much more demented and criminal behaviour. If only the law, parents, the public worked together to identify children exhibiting signs of mistreatment to animals, we could possibly prevent much worse from happening down the road. I advocate schools should take a role in teaching children the importance of treating animals well and it be part of the curriculum.

However, I echo what Nora said - children should be brought up with animals. It teaches them so much about life and the treatment of others. You only have to look at the photo of Hazel with Blue to see how wonderful the bond can be
